IS DEVELOPMENT MORE OBVIOUS IN METROCITY RATHER THAN SMALL TOWN?

Very true fact,the India in terms of development spreading in small towns is rather slow.A place about 100km distant from Bangalore seems to be undeveloped far more than Bangalore which is considered to be silicon valley.Are not things in prison for such places in India.It seems that Indians are very rigid towards change.On the other hand,you can say peoples living in small town or undeveloped area molded their selves in no need of technology and other things.They still have their resources to live the life,Administrations too pays the role in such.Indian constitution is democratic in turn does not allow the administration to work effectively.
